University of California, Riverside The University of California, Riverside, commonly known as UCR or UC Riverside, is a public research universityand one of the ten general campuses of the University of California system. UCR is consistently ranked as one of the most ethnically and economically diverse universities in the United States.[6][7] HP Pavilion dv6-2112sa Laptop Keyboard The main campus sits on 1,200 acres (486 ha) in a suburban district of Riverside, California, United States, with a branch campus of 20 acres (8 ha) in Palm Desert. Founded in 1907 as the UC Citrus Experiment Station, Riverside pioneered research in biological pest control and the use of growth regulators responsible for extending the citrus growing season in California from four to nine months. Some of the world's most important research collections on citrus diversity and entomology, as well as science fiction andphotography, are located at Riverside.  IBM Lenovo ThinkPad R50E Laptop Keyboard UCR's undergraduate College of Letters and Science opened in 1954. The Regents of the University of California declared UCR a general campus of the system in 1959, and graduate students were admitted in 1961. To accommodate an enrollment of 21,000 students by 2015, more than $730 million has been invested in new construction projects since 1999.[8][9]Preliminary accreditation of the UCR School of Medicine was granted in October 2012 and the first class will enroll in August 2013. It is the first new research-based public medical school in 40 years.[10]HP Pavilion DV8135NR Laptop Keyboard The 2013 U.S. News & World Report Best Colleges Rankings places UCR 46th among top public universities, 101st nationwide and ranks 16+ graduate school programs including the Graduate School of Education and the Bourns College of Engineeringbased on peer assessment, student selectivity, financial resources, and other factors.[11] Washington Monthly ranked UCR 5th in the United States in terms of social mobility, research and community service,[12] while U.S. News ranks UCR as the fifth most ethnically diverse and, DELL UW739 Laptop Keyboard by the number of undergraduates receiving Pell Grants (42 percent), the 15th most economically diverse student body in the nation.[6][7] Nearly two-thirds of all UCR students graduate within six years without regard to economic disparity.[13] UCR's extensive outreach and retention programs have contributed to its reputation as a "campus of choice" for minority students, including LGBT students.[14] In 2005, UCR became the first public university campus in the nation to offer a gender-neutral housing option.[15]DELL Inspiron 1750 Laptop Keyboard UCR's sports teams are known as the Highlanders and play in the Big West Conference of the National Collegiate Athletic Association (NCAA) Division I. Their nickname was inspired by the high altitude of the campus, which lies on the foothills of Box Springs Mountain. The UCR women's basketball team won back to back Big West championships in 2006 and 2007. In 2007, the men's baseball team won its first conference championship and advanced to the regionals for the second time since the university moved to Division I in 2001. SONY VAIO VGN-FS550 Laptop Keyboard At the turn of the 20th century, Southern California was a major producer of citrus, the region's primary agricultural export. The industry developed from the country's first navel orange trees, planted in Riverside in 1873. Lobbied by the citrus industry, the UC Regents established the UC Citrus Experiment Station (CES) on February 14, 1907, on 23 acres (9 ha) of land on the east slope of Mount Rubidoux in Riverside. The station conducted experiments in fertilization, irrigation and crop improvement. In 1917, the station was moved to a larger site, 475 acres (192 ha) near Box Springs Mountain.[16]DELL Latitude D620 Laptop Keyboard The 1944 passage of the GI Bill during World War II set in motion a rise in college enrollments that necessitated an expansion of the state university system in California. A local group of citrus growers and civic leaders, including many UC Berkeley alumni, lobbied aggressively for a UC-administered liberal arts college next to the CES. State Senator Nelson Dilworth, former Assemblyman Philip L. Boyd and Riverside State Assemblyman John Babbage were instrumental in shepherding the legislation through the State Legislature.[17][18] Governor Earl Warren signed the bill in 1949, allocating $2 million for initial campus construction.[19]HP Pavilion DV7-3065dx Laptop Keyboard Gordon S. Watkins, dean of the College of Letters and Science at UCLA, became the first provost of the new college at Riverside. Initially conceived of as a small college devoted to the liberal arts, he ordered the campus built for a maximum of 1,500 students and recruited many young junior faculty to fill teaching positions.[20] He presided at its opening with 65 faculty and 127 students on February 14, 1954, remarking, "Never have so few been taught by so many."[21]COMPAQ Presario CQ40-117TU Laptop Keyboard UCR's enrollment exceeded 1,000 students by the time Clark Kerr became president of the UC system in 1958.[22] Anticipating a "tidal wave" in enrollment growth required by the baby boom generation, Kerr developed the California Master Plan for Higher Education and the Regents designated Riverside a general universitycampus in 1959.[23] UCR's first chancellor, Herman Theodore Spieth, oversaw the beginnings of the school's transition to a full university and its expansion to a capacity of 5,000 students. UCR's second chancellor, FUJITSU Lifebook T4210 Laptop Keyboard Ivan Hinderaker led the campus through the era of the free speech movement and kept student protests peaceful in Riverside.[24] According to a 1998 interview with Hinderaker, the city of Riverside received negative press coverage for smog after the mayor asked Governor Ronald Reagan to declare the South Coast Air Basin a disaster area in 1971; subsequent student enrollment declined by up to 25% through 1979.[17][24][25]Hinderaker's development of innovative programs in business administration and biomedical sciences created incentive for enough students to enroll at Riverside to keep the campus open.[24][26]FUJITSU CP270342-02 Laptop Keyboard In the 1990s, the UC experienced a new surge of enrollment applications, now known as "Tidal Wave II".[27] The Regents targeted UCR for an annual growth rate of 6.3%, the fastest in the UC system, and anticipated 19,900 students at UCR by 2010.[28] By 1995, African American, American Indian, and Latino student enrollments accounted for 30% of the UCR student body, the highest proportion of any UC campus at the time.[29] The 1997 implementation of Proposition 209—which banned the use of affirmative action by state agencies—reduced the ethnic diversity at the more selective UC campuses but further increased it at UCR.[30]IBM Lenovo ThinkPad R51e-1834 Laptop Keyboard With UCR scheduled for dramatic population growth, efforts have been made to increase its popular and academic recognition.[31] The students voted for a fee increase to move UCR athletics into NCAA Division I standing in 1998.[32] In the 1990s, proposals were made to establish a law school, a medical school, and a school of public policy at UCR, with the UCR School of Medicine and the School of Public Policy becoming reality in 2012.[33] In June 2006, UCR received its largest gift, 15.5 million from two local couples, in trust towards building its medical school.[34] The Regents formally approved UCR’s medical school proposal in 2006. Projected to be completed by 2013, it will be the first new medical school in 40 years built in California.[35][36]HP Pavilion DV7-3173nr Laptop Keyboard UCR's main campus sits at an elevation of 1,100 ft (340 m) to 1,450 ft (440 m) near Box Springs Mountain, 3 miles (5 km) east of downtown Riverside, and comprises 1,112 acres (450 ha) divided into eastern and western areas by the State Route 60 freeway.[31][37]SONY VGN-FE550G Laptop Keyboard East Campus, occupying approximately 600 acres (243 ha), hosts the core cluster of academic buildings and services. The original buildings that formed the earliest kernel of the campus included the UC Citrus Experiment Station, residential buildings, and barn, all of which are still in use. They were designed by Lester H. Hibbard, in association with H.B. Cody. Built by 1917 at a cost of $165,000, the architecture of the major buildings followed the Mission Revivalstyle suggesting the Spanish colonial heritage of Southern California.[31]SONY VGN-FE550G Laptop Keyboard Further major construction largely ceased on the site until the groundbreaking for the College of Letters and Science (CHASS) in April 1951. A group of five buildings designed by different architects in a decidedly more Modern style were completed by 1954: the Rivera Library, Webber Hall, Geology Building, Physical Education Building and Watkins Hall. After the Regents declared UCR a "general campus" of the UC system in 1958, many new buildings and additions were laid out over the following decade. SONY VAIO VGN-CS21S/R Laptop Keyboard Following an east–west axis, new student residence halls and athletic facilities were developed along the southeastern quadrant of the main campus, while academic and research facilities were built along the central campus area closer to the freeway.[31] The Bell Tower, one of only five carillons in California, was built in this period. Designed by A. Quincy Jones, the tower is 161 ft (49 m) tall and contains 48 bells, each weighing from 28 pounds (13 kg) to 5,091 pounds (2,309 kg), covering four chromatic octaves.[38]Packard Bell PEW91 Laptop Keyboard After the drop in enrollment and subsequent restructuring of academic programs in 1970s, little capacity construction was undertaken over the next two decades. However, enrollment growth in the late 1980s justified considerable further campus expansion over the 1990s. Major additions built in the period include: Bourns Hall, completed in 1995; the Humanities & Social Science building, completed in 1996; and the Science Library, completed in 1998. The Pentland and Stonehaven residence halls were completed in 2000, and the Arts building was completed in 2001.[31] Lenovo ThinkPad Edge E520 Laptop Keyboard Active construction projects include new buildings for Engineering and Materials Science, Psychology Research, and Genomics.[39][40] The first phase of a new Commons was completed in 2007, and phase II is in development. Other ongoing projects include a new CHASS Instructional and Research Center and Students Academic Support Services Building.[41] Since 1999, more than $730 million has been invested in construction projects.[9]HP Pavilion ze4305 Laptop Keyboard Of the 511 acres (207 ha) of UCR property constituting West Campus, approximately 216 acres (87 ha) along University Avenue have been developed. These include facilities such as University Extension, the United States Department of Agriculture (USDA) Germplasm Repository, International Village (student housing), Human Resources and Highlander Hall. SAMSUNG NP-NC10-JP01 Laptop Keyboard University Village, a mixed usecommercial development, features a movie theater, stores, restaurants, office space, and an apartment complex, along with a parking structure and surface parking. Citrus groves and row crops occupy the remaining 295 acres (119 ha) stretching northwest to the intersection of Chicago Avenue and Le Conte Drive. Plans for future expansion include converting a portion of these fields into new UCR infrastructure.[31]DELL Inspiron N4050 Laptop Keyboard The University of California, Riverside, has recently united its three downtown arts presentation venues under the umbrella name of the UCR ARTSblock. The ARTSblock is composed of the UCR/California Museum of Photography, The Sweeney Art Gallery, and the Culver Center of the Arts, a media lab and presentation facility. The three institutions reside side by side in the heart of downtown Riverside's historic pedestrian mall.[42][43]ACER Aspire 5742 Laptop Keyboard The Richard J. Heckmann International Center for Entrepreneurial Management was founded in Palm Desert in 2001. After the 540-acre (219 ha) Coachella Valley Agricultural Research Station, it is UCR's second institutional presence in the Coachella Valley. Initially funded by a $6 million gift from Richard J. Heckmann, a water treatment entrepreneur, the institution was planned as a teaching and research center of the A. Gary Anderson Graduate School of Management at the UCR School of Business Administration. HP Pavilion G6-1223TX Laptop Keyboard The center encourages local entrepreneurship through the Coachella Valley Angel Network, an angel investment network.[44] A further investment of $10 million from the State of California and a donation of 20 acres (8 ha) of land from the City of Palm Desert allowed for the opening of an expanded graduate center on April 15, 2005, adjacent to the California State University, San Bernardino Palm Desert Campus. The center is also home to university researchers in conservation biology, technology transfer and Native American studies. Master's level instruction in business management and creative writing is available at the center.[45]APPLE A1278 Laptop Keyboard As a campus of the University of California system, UCR is governed by a Board of Regents and administered by a president. The current president is Mark Yudof, and the administrative head of UCR is Timothy P. UCR's liberal arts college, the College of Humanities, Arts and Social Sciences, was founded in 1954, and began accepting graduate students in 1960. The College of Natural and Agricultural Sciences, founded in 1960, incorporated the CES as part of the first research-oriented institution at UCR; it eventually also incorporated the natural science departments formerly associated with the liberal arts college to form its present structure in 1974.[24] SAMSUNG Q330-JS02 Laptop Keyboard UCR's newest academic unit, the Bourns College of Engineering, was founded in 1989.[48][49] Comprising the professional schools are the Graduate School of Education, founded in 1968, and the UCR School of Business Administration, founded in 1970.[24] These units collectively provide 81 majors and 52 minors, 48 master's degree programs, and 42 Doctor of Philosophy (PhD) programs.[50] UCR is the only UC campus to offer undergraduate degrees in creative writing and public policy and one of three UCs (along with Berkeley andIrvine) to offer an undergraduate degree in business administration.[51] TOSHIBA Satellite L300 Laptop Keyboard Through its Division of Biomedical Sciences, founded in 1974, UCR offers the Thomas Haider medical degree program in collaboration with UCLA.[24] UCR's doctoral program in the emerging field of dance theory, founded in 1992, was the first program of its kind in the United States, and UCR's minor in lesbian, gay and bisexual studies, established in 1996, was the first undergraduate program of its kind in the UC system.[52][53][54] A new BA program in bagpipes was inaugurated in 2007.[55]TOSHIBA Satellite P500 Laptop Keyboard Institutional rankings of UC Riverside vary widely, depending on the criteria of the publication. For instance, in the 2013 issue of U.S. News & World Report's "America's Best Colleges", UCR was ranked 101st among national universities; criteria include peer assessment, student selectivity and retention, as well as faculty and financial resources.[11] In the 2011 edition of the Washington Monthly college rankings, UCR ranked 5th among national universities. The Washington Monthly assesses the quality of schools based on social mobility (e.g., percentage of Pell Grant recipients who graduate), HP Pavilion dv6-3180sf Laptop Keyboard academic quality (e.g., percentage of graduates who go on to earn PhDs), and community service.[12] According to the Faculty Scholarly Productivity Index published by Academic Analytics in 2006, UCR as an institution ranked 46th among top research universities considering such criteria as faculty publications, citations, research funding and other honors.[63] Since 1997, more than 110 UCR faculty members have been elected fellows of the American Association for the Advancement of Science. Over the course of UCR's history, seven current or former faculty members have been elected to the National Academy of Sciences, and more than 50 have received Guggenheim Fellowships.[9]TOSHIBA NSK-TK001 Laptop Keyboard UCR operated under a $435 million budget in fiscal year 2005–06. The state government provided $153 million, student fees accounted for $111 million, the federal government financed $84 million, and $45 million came from university sales and services. Private support and other sources accounted for the remaining $18 million. Overall, monies spent at UCR have an economic impact of nearly $1 billion in California.[9] Faculty members received nearly $87 million in research funding in 2005–06, TOSHIBA NSK-TK001 Laptop Keyboard mostly from federal agencies such as the National Science Foundation and the National Institutes of Health.[64] Total research expenditures at Riverside are significantly concentrated in agricultural science, accounting for 53% of total research expenditures spent by the university in 2002.[65] Top research centers by expenditure, as measured in 2002, include the Agricultural Experiment Station, the Center for Environmental Research and Technology, the Center for Bibliographical Studies, the Air Pollution Research Center, and the Institute of Geophysics and Planetary Physics.[65]Dell Studio XPS 1645 Laptop CPU Cooling Fan Throughout UCR's history, researchers have developed more than 40 new citrus varieties and invented new techniques to help the $960 million-a-year Californiacitrus industry fight pests and diseases.[9] In 1927, entomologists at the CES introduced two wasps from Australia as natural enemies of a major citrus pest, the citrophilus mealybug, saving growers in Orange County $1 million in annual losses. This event was pivotal in establishing biological control as a practical means of reducing pest populations.[65][66]Toshiba Satellite L305D-S59222 Laptop CPU Cooling Fan In 1963, plant physiologist Charles Coggins proved that application of gibberellic acid allows fruit to remain on citrus trees for extended periods. The ultimate result of his work, which continued through the 1980s, was the extension of the citrus-growing season in California from four to nine months.[65] In 1980, UC Riverside released the Oroblanco grapefruit, its first patented citrus variety. Since then, the citrus breeding program has released other varieties such as the Melogold grapefruit, the Gold Nugget mandarin (or tangerine), DELL BNTA0815R5H Laptop CPU Cooling Fan and others that have yet to be giventrademark names.[65] To assist entrepreneurs in developing new products, UCR is a primary partner in the Riverside Regional Technology Park, which includes the City of Riverside and the County of Riverside.[67] It also administers six reserves of the University of California Natural Reserve System. UCR recently announced a partnership with China Agricultural University to launch a new center in Beijing, which will study ways to respond to the country's growing environmental issues.[68] UCR can also boast the birthplace of two name reactions in organic chemistry, the Castro-Stephens coupling and the Midland Alpine Borane Reduction. SONY UDQFRHH06CF0 Laptop CPU Cooling Fan The UCR/CMP includes the world's largest holding of vintagestereographs, one of the three great public collections of photographic apparatus in the US, and the University Print Collection of contemporary and historical images by over 1000 photographers.[80] Located adjacent to the UCR/CMP, the Sweeney Art Gallery holds approximately 650 unique works, with especially strong collections from the modern to contemporary periods, including pieces by Alexander Calder, Roy Lichtenstein, Millard Sheets and Kara Walker.[81]HP Pavilion dv6-3257cl Laptop CPU Cooling Fan In 2006, 43.4 percent of admitted students were first generation college students, 38.7 percent came from low family income backgrounds, and 24 percent graduated from low-performing high schools as measured by Academic Performance Index (API) scores.[84] Enrollment in the fall of 2007 totaled 17,187 students, 15,041 undergraduates and 2,146 postgraduates. In 2007, U.S. News ranked UCR as the third most ethnically diverse and, by the number of undergraduates receiving Pell Grants (42 percent), the 15th most economically diverse student body in the nation.[6][7]ACER LU.S130A.107 Laptop CPU Cooling Fan According to statistics released by the Education Trust, a national nonprofit, in 2005 UC Riverside graduated 65.3 percent of its students in six years, a figure consistent with national averages but behind the average set by the top five public research universities by as much as 22 percent.[85][86] However, UCR's consistency with the national average is well above the median of 39 percent for low-income-serving institutions as calculated in 2006 by the National Center for Education Statistics, making the campus a model for successful approaches to diversity in higher education.[13] HP Pavilion dv5-1159se Laptop CPU Cooling Fan Much of the student life on campus revolves around extensive local outreach and retention programs. Riverside enrolls the highest percentage of African American students of any of the 10 UC campuses and the second highest percentage of Latino students after Merced, prompting the Los Angeles Times and New York Times to run stories lauding UCR as a "campus of choice" for minority students.[14][88] UCR was the first college in California to open a staffed lesbian, gay, bisexual and transgender (LGBT) resource center in 1993, HP Pavilion dv8000 Series Laptop CPU Cooling Fan the first UC campus to offer a LGBT minor studies program in 1996, and the first campus in the nation to offer a gender-neutral housing option in 2005.[15] In recognition of this, The Advocate recognized UCR as one of the nation's best campuses for LGBT students in 2006, although it did not make the top 20.[89] In 2008 the Princeton Review student survey ranked UCR sixth in terms of low student happiness, although it also listed UCR as a "Best Western College."[90][91] While 70 percent of students are non-white, there is a tendency for the different ethnic groups to self-segregate, and racial tension is not unheard of, according to some students.[92]SONY VGN-CS170F/Q Laptop CPU Cooling Fan UCR's residence halls consist of three structures—Aberdeen-Inverness, Lothian, and Pentland Hills—which as of 2002 housed 2,930 students in triple, double and single rooms. In addition, UCR features several on-campus apartment complexes such as Stonehaven, Bannockburn Village, University Plaza, Falkirk, Oban, Glen Mor and International Village, which together house 959 students. UCR also offers student family housing at Canyon Crest, a low-density residential community that serves 268 and is slated for demolition to make room for higher-density residence halls.[31]SONY VAIO VGN-C2S Series Laptop Keyboard Glen Mor, an apartment housing complex adjacent to Pentland Hills, was opened in 2007, and the university also purchased a nearby apartment complex, which is now known as Falkirk, for student housing in 2007.[93] About half of the student population lives in off-campus apartments, one-fourth commute, and one-fourth live on campus.[93] Thirty percent of students remain on campus for the weekend.[94]HP Pavilion DV3510nr Laptop Keyboard Reflecting UCR's diversity, a number of residence halls have been established for specific social, cultural and academic needs. Ethnic and gender-oriented theme halls include Unete a Mundo, for students seeking to support Latino or Chicano students in acclimating to life at UCR; a Pan African Theme Hall for students interested in developing consciousness of African culture in relation to other cultures of the world; and Stonewall Hall, dedicated to students of all gender identities and sexual orientations who wish to live in a gender-neutral community. FUJITSU Lifebook T4220 Laptop Keyboard UCR's three academic colleges in the humanities, sciences and engineering fields are represented by respective theme halls, and halls exist for honor students and transfer students.[95]HP AELX9U00210 Laptop Keyboard Student organizations and activities UCR hosts over 375 registered student organizations, including the Associated Students of the University of California, Riverside (ASUCR), which represents undergraduates on administrative and policy issues.[96] ASUCR is guided by a Senate composed of 20 elected officers, who represent the three undergraduate colleges in proportion to their enrollment. Membership is composed of all UCR students who pay mandatory activity fees.[97] ASUCR assesses these fees and distributes funds to registered student groups on campus, including student lobbying groups, a right that ASUCR won in a federal court case against the Regents in 1999.[98]SONY VAIO VGN-C2S Series Laptop Keyboard Of the registered student groups, 40 are fraternities and sororities. Ten men's fraternities belong to the North-American Interfraternity Conference; six women's sororities belong to the National Panhellenic Conference; seven men's fraternities and ten women's sororities represent the National Multicultural Greek Council, and two others fall under the campus RazaAssembly and are unique to UCR.[101] Thirteen percent of the undergraduate student body participates in Greek life, although chapter houses are not permitted.[102]HP Pavilion dv3-2106tu Laptop Keyboard Including the Greek letter organizations, more than 60 student volunteer service organizations at UCR contribute to more than 100,000 hours of collective and individual service done in the community each year.[103] Jewish student life has existed for over a decade through UCR Hillel. HP G62-237CA Laptop Keyboard Student media organizations include The Highlander student newspaper, currently published every Tuesday during the academic year. First published in 1954, the Highlander remains an independent student media outlet. It was an entirely self-funded organization until 2001, when ASUCR passed a funding referendum for it. Student fees from the referendum go towards overhead and printing costs, however the Highlander is primarily funded through its own advertising revenue.[104] HP Pavilion DV3510nr Laptop Keyboard In 2003, the Highlander published a comic depicting a stereotypical Asian American graduate teaching assistant with poor English skills, inciting community backlash and prompting an apology from Editor-in-Chief Kahlil Ford.[105][106] Other student news publications on campus include the Asian Community Times, Indian Time, Nuestra Cosa, Queeriosity, and the X-Factor Student Newspaper.[102] Lenovo ThinkPad Edge E520 Laptop Keyboard Campus literary magazines include Mosaic, published at UCR since 1959, and Crate, published by graduate students in UCR's master's level creative writing program since 2005.[107][108] UCR broadcasts over radio as KUCR at 88.3 FM.[109] The station programs a variety of independent music, news and commentary.[110]HP Pavilion dv3-2106tu Laptop Keyboard On-campus entertainment events are planned by a 14-member Associated Students Program Board (ASPB), comprising six student-run divisions that include concerts, films and lectures, cultural events and special events, as well as a marketing and leadership division. ASPB's major events include the Block Party Concert, Student Film Festival, International Film Festival, World Fest, Welcome Week, Homecoming and Spring Splash.[111]HP G72-227WM Laptop Keyboard Still other on-campus events take place at The Barn, one of the original buildings on campus grounds. Throughout the 60s', 70s' and 80s' popular up and coming bands played at The Barn including No Doubt and Radiohead. During the 90s' however, the university administration sought to avoid a "party school" stigma and did away with the concerts and events and remodeled the facility into a restaurant, The Big West Bar and Grill. As recently as the fall of 2007, concerts returned to The Barn and efforts are underway to rejuvenate it and once again make it into an on-campus venue attracting students as well as the larger university community. HP 643263-001 Laptop Keyboard ASUS F3Sr Laptop Keyboard The California Master Plan for Higher Education of 1960 was developed by a survey team appointed by the UC Regents and the State Board of Education during the administration of Governor Pat Brown. Clark Kerr, then the President of UC, was a key figure in its development. The Plan set up a coherent system for postsecondary education which defined specific roles for the already-existing University of California (UC), the California State College (CSC) system of senior colleges, now California State University (CSU), and the California Community Colleges system (CCC). Compaq Presario CQ57 Series Laptop Keyboard The Master Plan also proposed a statutory framework for its implementation, which was signed into law by Governor Brown on April 27, 1960. The statute actually implementing the Master Plan is formally titled the Donahoe Higher Education Act[1] (now located at Part 40 of Division 3 of Title 3 of the California Education Code), to honor the memory of Assemblywoman Dorothy Donahoe of Bakersfield. Donahoe had authored the resolution which later resulted in the study that created the Master Plan, and was one of its chief proponents. However, she died on April 4, 1960, and did not live to see the Plan's recommendations signed into law. SONY VAIO PCG-792L Laptop Keyboard Clark Kerr stated that his goal was to balance the competing demands of fostering excellence and guaranteeing educational access for all. The Plan laid out that the top 12.5% (1/8th) of graduating high school seniors would be guaranteed a place at one of the University of California campuses (Berkeley, Los Angeles, etc.); the top third would be able to enter the California State University (San Francisco State, Cal State L.A., etc.); and that the community colleges (Bakersfield College, College of the Canyons, etc.) HP Pavilion dv6-3122us Laptop CPU Cooling Fan would accept all applications. Previously the UC's admissions standards allowed the top 15% of the state to enroll, and the CSU would accept the top half. These percentages are now enforced by sliding scales equating grade point average and scores on the SAT Reasoning Test or ACT, which are recalculated every year. No actual rank of the students in high school are used as many schools do not rank students. TOSHIBA Satellite L355D Laptop CPU Cooling Fan Graduates of the community colleges would then be guaranteed transfer to the Cal State or UC systems in order to complete Bachelor's degrees. This practice was carried over from previous years before the Plan was enacted, with graduates from the CCC being accepted as third-year students at the Universities by virtue of their prior coursework. Finally, the Plan established that the University of California would be the sole portion of the system charged with performing academic research, and would award master's and doctoral degrees in support of that mission. The Cal State system, in addition to awarding master's degrees, would be able to award joint doctorates with the UC. Toshiba Satellite L305-S5891 Laptop CPU Cooling Fan The Regents of the UC and the Trustees of the CSU approved the Plan in 1959, and the California Legislature adopted it in 1960 in a special session. Periodic reviews by the Legislature occur to the present day, which occasionally result in the enactment of modifications. ACER Aspire 4750 Series Laptop CPU Cooling Fan The Master Plan was to increase overall efficiency in the higher education system, as well as produce greater number of graduates at a lower per-student cost by removing redundancies. This was accomplished by clearly specifying the missions of each system segment, in addition to clarifying what "territory" belonged to each institution. It established a "rational" planning process for the growth of the university systems, setting aside a past practice in which the Legislature would introduce bills establishing new four-year universities in a member's home district, a kind of political pork. HP G60T-200 CTO Laptop CPU Cooling Fan The Plan was the basis for a substantial surge in development in California higher education. Today, many credit the California universities for the place the state holds in the world economy, as well as bolstering its own economic makeup with great investment in high technology areas, such as Silicon Valley, biotechnology, and pharmaceuticals. HP Pavilion dv4-1465dx Laptop CPU Cooling Fan The 1987 revision specifically recognized the contributions of the independent sector and made explicit provision to include the independent sector in the planning functions of the state's higher education system. It also established a policy to set the maximum award for Cal Grants in state law. Gateway NV55C Laptop CPU Cooling Fan In 2005, the demand for high school and community college administrators brought about a widely debated exception to the existing differentiation of function between the CSU and UC systems. The awarding of doctoral degrees had originally been exclusive to the UC system, with the provision that the California State Universities could offer PhD degrees as "joint" HP 606609-001 Laptop CPU Cooling Fan degrees in combination with the University of California or an accredited private university. Under the provisions of SB 724, signed into law September 22, 2005, the campuses of the California State University were then able to directly offer a Doctor of Educationdegree (Ed.D) "focused on preparing administrative leaders". It was argued that this fulfilled the original purpose of many of the CSUs, which were set up asnormal schools to train teachers.  IBM ThinkPad T42 2374 Laptop CPU Cooling Fan When the Master Plan was first founded in 1960, post-secondary education enrollments were equally divided amongst 2-year and 4-year institutions. However, in 2010, due to a lack of money and funding, the framers of the Master Plan limited eligibility admission to UC and CSU. The bold and cost-cutting move diverted a large amount of students to 2-year institutions, which would still allow them to finish their lower division work and then transfer to a 4-year institution. FUJITSU LifeBook N6470 Laptop CPU Cooling Fan However, the California Higher Education system has had poor records of college completion and 4-year Baccalaureate degree attainment. Subgroups such as Latinos and African Americans, who are a large and growing demographic, show even worsening statistics of degree attainment. [3] Instead of building a new Baccalaureate system, or reforming the pre-existing Master Plan,  Toshiba Portege R835 Laptop CPU Cooling Fan Educational institutions in California need to work together as a system to improve baccalaureate education. Community colleges now in 2012 have the Baccalaureate enrollment capacity, while public universities have the academic curriculum, degree programs and accreditation to help students achieve a Baccalaureate degree. Both types of educational institutions can build upon each other's assets and strengths and put together an effective system without the need of reformation. [4] FUJITSU LifeBook S7020 Series Laptop CPU Cooling Fan Many junior high schools and high schools have a teacher or administrator referred to as a dean who is in charge of student discipline and to some degree administrative services. In large schools or some boarding schools there may be a dean of men or boys, and a dean of women or girls, or each year (freshman, sophomore, etc.) may have a dean. Although most high schools are led by a principal or headmaster, a few (particularly private preparatory schools) refer to their chief authority as a dean. Toshiba Satellite M55-S1001 Laptop CPU Cooling Fan The term is much more commonly used in higher education. Although usage differs from one institution to another, a dean is usually the head of a significant collection of departments within a university (e.g., "dean of the downtown campus", "dean of the college of arts and sciences", "dean of the school of medicine"), with responsibilities for approving faculty hiring, setting academic policies, overseeing the budget, fundraising, and other administration. Such a dean is usually a tenured professor from one of the departments, but gives up most teaching and research activities upon assuming the deanship. SONY Vaio VPC-EA1S1E/W Laptop CPU Cooling Fan Other senior administrative positions in higher education may also carry the title of dean (or a lesser title such as associate dean or assistant dean). For example, many colleges and universities have a position known as "dean of students", who is in charge of student services, and a "dean of the faculty", who serves as the faculty's voice in the school's day-to-day administration. TOSHIBA Satellite L505D-S5992 Laptop Keyboard In some universities in the United Kingdom the term dean is used for the head of a faculty, a collection of related academic departments. Examples include Dean of the Faculty of Arts and Humanities. In collegiate universities such as Oxford and Cambridge, each college may have a dean who is responsible for discipline. An interview with the dean as a result of misbehaviour is referred to as "a deaning". The dean may also, or instead, be responsible for the running of the college chapel. HP Pavilion dv3-2137tx Laptop Keyboard The University of Durham also has a Dean of Colleges, who is chosen from the various college principals and masters and takes a parallel role to the faculty deans in university-wide debate. HP Pavilion dv6-2112sa Laptop Keyboard Canada In a Canadian university or a college, a dean is typically the head of a faculty (sometimes called a "school"), which may include several academic departments. Typical positions include Dean of Arts, Dean of Engineering, Dean of Science and Dean of Business. Many universities also have a Dean of Graduate Studies, responsible for work at the postgraduate level in all parts of the university.  HP 640436-001 Laptop Keyboard The job description for deans at the University of Waterloo is probably typical, and reads in part, "The dean of a faculty is primarily a university officer, serving in that capacity on the senate, appropriate major committees and on other university bodies. As university officer, the dean has the dual role of making independent judgments on total university matters and representing the particular faculty's policies and points of view. The dean should oversee the particular faculty's relations with other faculties to ensure that they are harmonious and serve the total university's objectives. The dean will report directly to the vice president, academic and provost."[citation needed

]HP Pavilion dv2-1003ax Laptop Keyboard There may be associate deans responsible to the dean for particular administrative functions. Almost every American law school, medical school, divinity school or other professional school is part of a university, and so refers to its highest ranking administrator as a dean. Most have several assistant or associate deans as well (such as an associate dean of academics or an associate dean of students). HP HDX18-1200 CTO Laptop Keyboard The American Bar Association regulations on the operation of law schools, which must be followed for such an institution to receive and maintain ABA accreditation, define the role of the law school dean. These regulations specify that "A law school shall have a full-time dean, selected by the governing board or its designee, to whom the dean shall be responsible".[1] Thus, a law school dean may not simply be a professor selected by fellow professors, nor even by the President of the University.  ASUS X53S Laptop Keyboard Similar standards exist with respect to medical school deans. Specifically, the Liaison Committee on Medical Education (LCME), which accredits medical schools, thereby making them eligible for federal grants and state licensure, sets forth the operative conditions.[2] LCME regulations require that the "chief  HP 506782-001 Laptop Keyboard ' must have ready access to the university president or other university official charged with final responsibility for the school, and to other university officials as are necessary to fulfill the responsibilities of the dean's office".[3] The LCME further require that the dean "must be qualified by education and experience to provide leadership in medical education, scholarly activity, and care of patients",[4]and that "[t]he dean and a committee of the faculty should determine medical school policies".[5] official of the medical school, who usually holds the title 'dean, SONY V072078AS1 Laptop Keyboard In 1958, Kerr was the Regents' choice to lead the entire university system. His term as UC president saw the opening of campuses in San Diego, Irvine, and Santa Cruz to accommodate the influx of baby boomers. Another legacy was his wit—after writing a serious book "The Uses of the University", Kerr surprised an audience with this riposte--"The three purposes of the University?--To provide sex for the students, sports for the alumni, and parking for the faculty."[8] And after being fired by California's Governor (future President) Ronald Reagan, Kerr responded that he left office as he had begun--"Fired with enthusiasm".[citation needed]Toshiba Portege M500 Series Laptop CPU Cooling Fan In 2002, the FBI released documents that had Kerr blacklisted[clarification needed] as part of a campaign to suppress people at UC deemed subversive.[3] This information had been classified by the FBI and was only released after a fifteen-year legal battle that went all the way to the US Supreme Court. President Lyndon Johnson had picked Kerr to become secretary of Health, Education and Welfare but withdrew the nomination after the FBI background check on Kerr included damaging information the agency knew to be false. HP Pavilion G6-1223TX Laptop Keyboard Edwin Pauley approached the CIA Director John McCone (a Berkeley alum and associate) for assistance. McCone in turn met with FBI Director J. Pauley received dozens of briefings from the FBI to this end. The FBI assisted Pauley and Ronald Reagan in painting Kerr as a dangerous "liberal." TOSHIBA 9J.N7482.901 Laptop Keyboard Kerr's perceived leniency was key in Reagan's election as Governor of California in 1966[citation needed] and in Kerr's dismissal as president by the university’s Board of Regents in 1967. IBM Lenovo ThinkPad X300 Laptop Keyboard The various deans of a university's various schools, colleges, or faculties generally report to the provost or jointly to the chief executive officer (variously called president, chancellor, or rector) and the provost, as do the heads of various interdisciplinary units and academic support functions, such as libraries, student services, the registrar, admissions and information technology. At smaller independent liberal arts colleges, the chief academic officer may carry the title "dean of the college" or "dean of the faculty" in addition to or instead of provost. For example, at Trinity College in Hartford, Connecticut, the Dean of the Faculty is also the Vice President for Academic Affairs and is the second highest administrator, directly beneath the President.  Lenovo ThinkPad Edge E520 Laptop Keyboard Provosts often receive staff support or delegate line responsibility for certain administrative functions to one or more subordinates variously called assistant provostassociate provostvice provost, or deputy provost. ACER Aspire 5742 Laptop Keyboard The first use of the title provost in American and Canadian higher education is unclear. At the University of Pennsylvania and Columbia University, the title provost dates to the late 18th and early 19th centuries, respectively. At the University of Pennsylvania, the administrative head of the university was titled provost until the 1930s, when the Board of Trustees created a separate office of president and re-designated the provost as chief academic officer and subordinate to the new presidency. DELL Inspiron N5030 Laptop Keyboard At Columbia University, the Board of Trustees established the office of provost in 1811, only to abolish it five years later. Compaq Presario CQ57 Series Laptop Keyboard Other North American universities and colleges created provostships during and after World War II when dramatic increases in undergraduate enrollments (due to the G.I.
